ELECTRONIC PROPOSALS for furnishing all materials, labor, tools and appurtenances for completion of this project shall be received by the Metropolitan Nashville Airport Authority, (MNAA) Nashville, Tennessee, until and not later than 2:00 P.M. CST (local time) on FRIDAY, APRIL 03, 2026 Proposers wishing to submit a non-electronic proposal may do so only after receiving written authorization from MNAA. Written authorization to submit a non-electronic proposal may be requested by emailing purchasing@flynashville.com at least five (5) days prior to the date proposals are due. Proposers submitting a non-electronic proposal must submit a copy of the written authorization with their proposal package.

I. SCOPE OF SERVICES
Advertising Agency for the Metropolitan Nashville Airport Authority (MNAA)
MNAA seeks a full-service advertising agency with national and international advertising experience to support brand awareness, creative campaign development, and marketing initiatives for Nashville International Airport® (BNA®) and John C. Tune Airport® (JWN®). The selected agency must provide a dedicated in-house designer, creative team, and project manager to manage the full lifecycle of advertising projects, from concept development through final delivery.
The agency will play a key role in generating ideas, producing high-quality creative assets, and supporting MNAA’s partnerships, including sports team collaborations. This contract is designed to strengthen MNAA’s advertising presence locally, nationally, and globally.
Advertising Strategy & Campaign Development
The agency will:
• Develop multi-market advertising strategies that position MNAA, Nashville International Airport (BNA®), and John C. Tune Airport (JWN®) competitively in national and international aviation, tourism, and business sectors.
• Build integrated advertising campaigns spanning digital, print, broadcast, airport environments, social media, and emerging platforms.
• Provide campaign concepts, messaging direction, and strategic recommendations tied to MNAA’s organizational priorities and passenger demographics.
• Support advertising efforts for major airport programs, community initiatives, route announcements, and seasonal travel needs.
Full Creative Services (Agency In-House Team)
The agency must provide a complete internal creative structure including:
• In-house graphic designer(s) responsible for producing artwork, layouts, and production files.
• A creative team (art direction, copywriting, ideation support) responsible for developing cohesive, high-impact concepts.
• A dedicated project manager responsible for timelines, workflow, task coordination, client communication, and quality control.
The agency will:
• Generate new ideas, creative directions, and advertising concepts.
• Develop all required creative and graphic assets for Nashville International Airport (BNA®), and John C. Tune Airport (JWN®).
• Produce production-ready files suitable for digital, print and broadcast
• Provide photography and campaign art direction to support advertising initiatives.
• Deliver multi-language creative asset development for campaigns requiring alternate language formats or multicultural audience engagement.
• Ensure efficient routing, revisions, approvals, and delivery through their internal project manager.
Sports Partnership Marketing & Creative Support
The agency will:
• Provide creative support for MNAA’s existing and future sports team partnerships (e.g., Nashville Predators, Tennessee Titans, Nashville SC).
• Generate partnership-specific concepts, activations, fan engagement ideas, and promotional materials.
• Design graphics, in-venue signage, digital displays, and cross-promotional campaign assets.
• Ensure all partnerships align with MNAA’s brand identity and each team’s guidelines.
Media Planning, Buying & Optimization (If MNAA elects to include)
The agency will:
• Provide media planning for regional, national, and international advertising placement.
• Recommend media channels and budget allocations that maximize reach and impact.
• Offer transparent cost structures for media buying.
• Provide ongoing optimization and reporting based on campaign performance.
Brand Alignment & Quality Assurance
The agency will:
• Ensure all creative materials adhere to MNAA brand standards for Nashville International Airport (BNA®) and John C. Tune Airport (JWN®).
• Maintain accuracy, consistency, and high-quality production across all deliverables.
• Perform quality control checks prior to submission.
• Remain up to date on industry trends, emerging creative technologies, and aviation marketing best practices.
Reporting, Insights & Collaboration
The agency will:
• Provide regular updates, project status tracking, and timelines via the assigned project manager.
• Offer campaign performance analyses, creative insights, and recommendations for future improvements.
• Participate in scheduled review meetings to ensure alignment on goals, creative direction, and performance outcomes.

THE RFP DOCUMENTS. Copies of the Contract Documents (RFP, Proposal Schedule, Attachments, etc.) will be available on or after Monday, February 23, 2026 and may be obtained electronically from B2GNow E-Bidding an online tendering service.
ELECTRONIC PROPOSALS for will be submitted through this online platform, B2GNow E-Bidding.
Important: All bid opportunities can be viewed, and documents downloaded through the new MNAA Procurement e-bidding System. The new e-bidding System is an integral part of the Small Business Development and Procurement Management System located at URL: https://flynashville.gob2g.com/. Vendors must register to download the solicitation and select the appropriate North American Industry Classification System (NAICS Codes). Submission Instructions: Proposers will be required to register with the e-bidding platform prior to downloading the proposal. Registration is free. The Proposer must scan all required proposal documents, including the Prime/Subcontractor License Information (if applicable) and upload to the appropriate solicitation file on the e-bidding system. Please note that your organization must have an Authorized Signer to sign the proposal documents, the authorized signer has the authority to bind your company to each and every term, condition, article and obligation of the Insert and any resultant Contract.
Proposers are advised to review the RFP Documents carefully prior to submitting a Proposal on the Project. Proposers are also advised to review the RFP and Instructions to Proposers carefully prior to preparing their Proposals.
Proposals must be submitted on the Proposal Form included in the RFP Documents and the successful Proposer will be required to execute the Contract and other documents requiring execution that are included in the Contract Documents.

Proposer is advised that MNAA reserves the right to reject any and all Proposals submitted, to waive any and all informalities, irregularities and/or technicalities in any Proposal or Proposal Guaranty, to accept any Proposal deemed advantageous to it and to negotiate changes, deletions, or additions to these Contract Documents with the successful Proposer.
