ELECTRONIC PROPOSALS for furnishing all materials, labor, tools and appurtenances for completion of this project shall be received by the Metropolitan Nashville Airport Authority, (MNAA) Nashville, Tennessee, until and not later than 2:00 P.M. CST (local time) on TUESDAY, FEBRUARY 10, 2026 Proposers wishing to submit a non-electronic proposal may do so only after receiving written authorization from MNAA. Written authorization to submit a non-electronic proposal may be requested by emailing purchasing@flynashville.com at least five (5) days prior to the date proposals are due. Proposers submitting a non-electronic proposal must submit a copy of the written authorization with their proposal package.
SCOPE OF SERVICES
Website Design, Development, Management & Support
Metropolitan Nashville Airport Authority (MNAA)
The Metropolitan Nashville Airport Authority (MNAA), operator of Nashville International Airport® (BNA®) and John C. Tune Airport® (JWN®), is seeking a qualified website management company to provide ongoing support, maintenance, enhancements, and strategic guidance for MNAA’s digital platforms. The selected firm will ensure MNAA’s websites remain accurate, user-friendly, compliant, secure, and aligned with industry best practices.
The vendor must be headquartered in the Middle Tennessee region and demonstrate proven experience supporting large, high-traffic, mission-critical public websites.
The scope of services includes, but is not limited to, the following:
Monthly Retainer & Ongoing Support
- Provide a monthly retainer to cover routine website maintenance, troubleshooting, updates, and technical support as issues arise.
- Ensure timely response and resolution of website-related issues, including broken links, security alerts, content errors, and performance disruptions.
- Offer defined service-level expectations for response times, escalation procedures, and after-hours availability for urgent needs.
Content Management System (CMS) Management & Optimization
- Maintain and support a modern, secure, stable, and user-friendly Content Management System that is easy for MNAA staff to update.
- Recommend CMS improvements that enhance usability, efficiency, and site organization.
- Ensure the CMS is compatible with required third-party integrations, high-traffic usage, multimedia content, and ADA compliance standards.
Staff Training & Support for Webpage Content Management
- Provide initial and ongoing training to MNAA staff responsible for updating departmental pages, including Communications, Public Safety, Operations, Human Resources, and other divisions.
- Create clear documentation, tutorials, or training materials for staff reference.
- Offer refresher trainings as CMS updates or new features are introduced.
Performance Monitoring, Reporting & Technical Maintenance
- Conduct monthly performance checks on website speed, uptime, navigation flow, security alerts, SEO performance, and overall functionality.
- Provide a monthly report summarizing:
- Website analytics and usage trends
- User behavior insights
- Accessibility status
- Security patches applied
- Recommended updates or enhancements
- Perform ongoing technical maintenance, including plug-in updates, code improvements, and compatibility testing.
Third-Party Vendor & Integration Management
- Oversee and coordinate third-party services that are integral to MNAA’s websites, including but not limited to:
- Language translation services
- Mapping and indoor navigation tools
- Parking system
- Accessibility tools and compliance technologies
- External data feeds (flight information, roadway conditions, etc.)
- Ensure seamless integration, functionality, and timely updates across all platforms.
- Manage vendor communications, troubleshooting, and contract-defined technical responsibilities.
- Coordinate and manage risk assessments of third parties including, but not limited to vendors and plugins
Website Enhancements, New Features & Continuous Improvement
- Recommend and implement enhancements that support MNAA’s strategic goals, customer experience priorities, and emerging digital trends.
- Assist with planned redesigns, new webpages, microsites, landing pages, or structural improvements.
- Provide guidance on best practices for user experience (UX), mobile optimization, and content strategy.
ADA Compliance & Accessibility
- Ensure MNAA websites meet or exceed WCAG 2.1 AA accessibility standards.
- Regularly audit and test accessibility, providing corrective actions and documentation.
- Support MNAA in maintaining digital inclusivity for all users.
Security, Data Protection & Compliance
- Maintain industry-standard website security measures, including but not limited malware protection, HTTPS encryption, vulnerability monitoring and remediation and denial of service protection
- Implement highly available dedicated server
- Provide immediate support in the event of cyber incidents or threats.
- Ensure compliance with public-sector regulations and MNAA policies related to privacy, accessibility, and transparency.
Hosting Support (if applicable)
If hosting is within the vendor’s scope, the vendor shall:
- Provide high-availability hosting infrastructure with redundancy and uptime guarantees.
- Ensure scalable capacity suitable for heavy traffic during peak travel periods or crisis situations.
- Maintain data backups and disaster recovery procedures.
Project Management & Collaboration
- Assign a dedicated account manager and technical team to support MNAA’s day-to-day and strategic needs.
- Participate in regular planning meetings, check-ins, and collaborative sessions with MNAA staff.
- Provide clear communication protocols, project timelines, and quality assurance processes.
Documentation, Governance & Change Management
- Maintain updated technical documentation, including site architecture, integrations, workflows, and key processes.
- Provide version control, audit trails, and change logs for all updates and releases.
- Follow MNAA’s approval processes before implementing content or system changes.
Middle Tennessee Regional Requirement
Vendor must be headquartered in the Middle Tennessee region and capable of providing in-person meetings, training, and support as required by MNAA

THE RFP DOCUMENTS. Copies of the Contract Documents (RFP, Proposal Schedule, Attachments, etc.) will be available on or after Monday, January 05, 2026 and may be obtained electronically from B2GNow E-Bidding an online tendering service.
ELECTRONIC PROPOSALS for will be submitted through this online platform, B2GNow E-Bidding.
Important: All bid opportunities can be viewed, and documents downloaded through the new MNAA Procurement e-bidding System. The new e-bidding System is an integral part of the Small Business Development and Procurement Management System located at URL: https://flynashville.gob2g.com/. Vendors must register to download the solicitation and select the appropriate North American Industry Classification System (NAICS Codes). Submission Instructions: Proposers will be required to register with the e-bidding platform prior to downloading the proposal. Registration is free. The Proposer must scan all required proposal documents, including the Prime/Subcontractor License Information (if applicable) and upload to the appropriate solicitation file on the e-bidding system. Please note that your organization must have an Authorized Signer to sign the proposal documents, the authorized signer has the authority to bind your company to each and every term, condition, article and obligation of the Insert and any resultant Contract.
Proposers are advised to review the RFP Documents carefully prior to submitting a Proposal on the Project. Proposers are also advised to review the RFP and Instructions to Proposers carefully prior to preparing their Proposals.
Proposals must be submitted on the Proposal Form included in the RFP Documents and the successful Proposer will be required to execute the Contract and other documents requiring execution that are included in the Contract Documents.
PRE-PROPOSAL CONFERENCE. A Pre-Proposal Conference will be held at 1:30 P.M. CST on Monday, January 12, 2026, in the Nashville Conference room at the Administration building, on the Fifth Floor, 140 BNA Park Dr., Ste 520, Nashville, Tennessee. Attendance at this meeting is non-mandatory.

RIGHT TO REJECT ANY AND ALL PROPOSALS. MNAA proposes to award the Contract to the lowest responsive and responsible Proposer. Proposer is advised that MNAA reserves the right to reject any and all Proposals submitted, to waive any and all informalities, irregularities and/or technicalities in any Proposal or Proposal Guaranty, to accept any Proposal deemed advantageous to it and to negotiate changes, deletions, or additions to these Contract Documents with the successful Proposer.
