ELECTRONIC PROPOSALS for furnishing all materials, labor, tools and appurtenances for completion of this project shall be received by the Metropolitan Nashville Airport Authority, (MNAA) Nashville, Tennessee, until and not later than 2:00 p.m.  (central) on Thursday October 31, 2024.   Proposers wishing to submit a non-electronic proposal may do so only after receiving written authorization from MNAA.  Written authorization to submit a non-electronic proposal may be requested by emailing purchasing@flynashville.com at least five (5) days prior to the date proposals are due.  Proposers submitting a non-electronic proposal must submit a copy of the written authorization with their proposal package.

 

SCOPE OF SERVICES

Develop a new website for Nashville International Airport, currently found at www.flynashville.com.

Expected launch date for new website:  July 1, 2025

Specifically, the overall project goals are to:

  • Produce a website that is user-friendly with emphasis on easy navigation and clean layout – structure, intuitive menu system
  • Modern look and feel and captivating imagery
  • Use the latest standards for web design
  • Responsive page load times with a three to five seconds
  • Ease of access: The needs of the personal travelers’ journey – keep the passenger in mind that will help them plan and know what to expect; airlines, ticket counters, parking, information center (in person and virtual)
  • Compatible with all web browsers
  • Website to be optimize for mobile devices
  • Robust search engine
  • Easily identifiable content and information for those with disabilities (including hidden disabilities, i.e. Sunflower Program
  • Maintain proper page layout regardless of screen resolution
  • Accommodate customer feedback and/or testimonies, surveys
  • Integration with other/current applications used by BNA – Parking Lot Counts (with the future of reserved parking), Security Wait Times, Flight view, Shuttle Bus Tracking and multimedia sites
  • Links and integration with our social media platforms
  • Implement a user-friendly content publishing process; should also include content approval workflow
  • Website to provide extensive role base access – i.e. administrative, non-administrative security, reviewer
  • Must integrate with single sign on/SAML
  •  Website to use the latest encryption standards
  • Website must maintain accessibility features to include languages, audio, hearing and visual impairment
  • Hosting provider to partner with cybersecurity vendor to provide protection for the website and defend off cybersecurity attacks
  • Website hosting provider to maintain a vulnerability management program to ensure the website is secure as possible at all times, i.e. apply necessary system patches, application patches and software development deficiencies
  • Ensure Backup and Recovery Solutions: Regular backups and a recovery plan are critical for preventing data loss.
  • Must provide both a development website for testing – separate from the production website
  • Virtual mapping capabilities – “the guide a passenger through their journey at BNA.”
  • Add to home screen bookmark for mobile devices
    Support and Maintenance Plan: Ongoing support ensures the website remains functional and up to date.
  • User Testing and Feedback Loop: Testing with real users ensures the website meets their needs and provides a way to make ongoing improvements.
  • Provide sitemap showing the structure of the site and linking to every page in the site
  • Maps of interior structures and roads with wayfinding
  • Business Opportunities posting application with signup for attachments
  • Website should provide home screen emergency notification banner and special alerts
  • Provide a platform to Incorporate calendars for arts and music events, upcoming events, and all art exhibitions at BNA – temporary and permanent
  • Scalability and Futureproofing: Ensuring the website can grow and adapt is vital for long-term viability.
  • Compliance with Regulatory Requirements: Ensuring legal compliance is important but may be less immediate depending on the nature of your audience and data handling.

 

Reporting

 

  • Offer metrics on website traffic hits, return visitors and new visitors, page views, page load times, website performance, demographics, clickthrough’s to other website etc. to evaluate website effectiveness
  • This should include demographics and click throughs to other sites like the

THE RFP DOCUMENTS.  Copies of the Contract Documents (RFP, Proposal Schedule, Attachments, etc.) will be available on or after Monday, September 23, 2024  and may be obtained electronically from B2GNow E-Bidding an online tendering service.

 

ELECTRONIC PROPOSALS for Nashville International Airport Website will be submitted through this online platform, B2GNow E-Bidding.

 

Important:  All bid opportunities can be viewed, and documents downloaded through the new MNAA Procurement e-bidding System.  The new e-bidding System is an integral part of the Business Diversity Management System located at URL:  https://flynashville.diversitycompliance.comVendors must register to download the solicitation and select the appropriate North American Industry Classification System (NAICS Codes). Submission Instructions: Proposers will be required to register with the e-bidding platform prior to downloading the proposal. Registration is free. The Proposer must scan all required proposal documents, including the Prime/Subcontractor License Information (if applicable) and upload to the appropriate solicitation file on the e-bidding system.  All submittal questions shall be directed to the Procurement Department, fax number (615) 275-2349 or email: Purchasing@flynashville.com.

Please note that your organization must have an Authorized Signer to sign the proposal documents, the authorized signer has the authority to bind your company to each and every term, condition, article and obligation of the Insert and any resultant Contract.

Proposers are advised to review the RFP Documents carefully prior to submitting a Proposal on the Project.  Proposers are also advised to review the RFP and Instructions to Proposers carefully prior to preparing their Proposals.

 

Proposals must be submitted on the Proposal Form included in the RFP Documents and the successful Proposer will be required to execute the Contract and other documents requiring execution that are included in the Contract Documents.

 

CONTRACTORS LICENSING ACT OF 1994.  All Proposers must be licensed contractors as required by the Contractors Licensing Act of 1994, TCA Section 62-6-101 et seq.  The name, license number, expiration date thereof, and license classification of the contractors applying to propose for the prime contract and for the masonry project when the total cost of the masonry portion of the project exceeds one hundred thousand dollars ($100,000, and for the electrical, plumbing, heating, ventilation, air conditioning contracts, and closed loop geo-thermal heating and cooling, must appear on the outside of the envelope containing the proposal except when the proposal is in an amount less than twenty-five thousand ($25,000).  Prime contractor proposers who are to perform the electrical, plumbing, heating, ventilation, air conditioning, masonry, and geo-thermal must be so designated upon the outside of the envelope.  Failure of any proposer to comply therewith may void such proposal and the envelope containing such proposal may not be opened or considered.

Further, MNAA has determined that, if the Proposer proposes to accomplish any or all of the Work under this Project which entails masonry work exceeding $100,000, and electrical, plumbing, heating, ventilation, air conditioning, and geo-thermal equal to or exceeding $25,000 in value through the utilization of Subcontractors or to accomplish with Subcontractors any other part of the Work for which the Proposer does not hold a valid Tennessee Contractor’s License, then those Subcontractors must, at the time the Proposal is submitted to MNAA, hold a valid Tennessee Contractor’s License, current and in full force and effect in all respects, in such of the following classifications and sub-classifications as apply to the Work for which they will be subcontracted.

Proposals shall be submitted for the Work as indicated in the RFP.  Specifically, in referring to the Contractors Licensing Act and other applicable authorities, MNAA has determined that to lawfully propose on this Project, all Proposers and/or their subcontractors must, at the time their Proposal is submitted to MNAA, hold a valid Tennessee Contractor’s license, current and in full force and effect in all respects, to perform the Work as defined in the RFP.

All Proposers are advised that the Contractors Licensing Act establishes only the minimum licensing requirements and that MNAA reserves the right in its sole discretion to require higher licensing standards, as reflected in the Contract Documents.  All Proposers are responsible for complying with any other licensing or permit requirements of the State of Tennessee and/or the Metropolitan Government of Nashville and Davidson County, which may be applicable to the Work.

 

PRE-PROPOSAL CONFERENCE.  A Pre-Proposal Conference will be held at 11:00 a.m., Monday, September 30, 2024, in the Nashville International Airport, Nashville Conference Room at Administration Building on the Fifth Floor at 140 BNA Park Drive, Ste 520, Nashville, Tennessee 37214.  Attendance at this meeting is not mandatory.

 

Airport representatives will be available during the meeting to offer preliminary responses to questions and comments on the RFP.  All questions posed at the Pre-proposal meeting will be responded to in full in writing via e-mail by DATE.

SMALL MINORITY WOMAN-owned BUSINESS ENTERPRISE (SWMBE) PARTICIPATION.  It is the MNAA’s objective to promote, encourage, and stimulate participation of local, small, minority and woman-owned business enterprises (SMWBE) within its organization and the economic community served by it so as to provide maximum opportunities to participate in contracts, programs and all related business activities of the MNAA. MNAA will apply the local small minority woman business participation levels where expenditures and purchases are made with non-federal funding, and to all contracts, leases, management agreements, consultants, prime contractors, subcontractors, respondents, proposers, or proposers involved in the performance of a commercially useful task for MNAA.

 

Proposers are encouraged to meet SMWBE participation levels established by the Director, Business Diversity Development, or, if unable to meet the participation level, engage in good faith efforts to joint venture, subcontract, or contract for supplies or services with SMWBEs. The attainment of the SMWBE participation level established for this contract is to be measured as a percentage of the total dollar value of the contract. The SMWBE participation level established for this Contract will be Twenty Point Fifty Eight Percent MBE and Seven Point Twelve  Percent WBE (20.58% MBE and 7.12% WBE). RIGHT TO REJECT ANY AND ALL PROPOSALS.  MNAA proposes to award the Contract to the lowest responsive and responsible Proposer, provided it has met the goals for SMWBE participation or, if failing to meet the goals, has made an acceptable good faith effort to meet the established goals for the SMWBE participation.  Proposer is advised that MNAA reserves the right to reject any and all Proposals submitted, to waive any and all informalities, irregularities and/or technicalities in any Proposal or Proposal Guaranty, to accept any Proposal deemed advantageous to it and to negotiate changes, deletions, or additions to these Contract Documents with the successful Proposer.
