Project No. 2508, Airport Master Plan

REQUEST FOR QUALIFICATIONS

 

THE METROPOLITAN NASHVILLE AIRPORT AUTHORITY (MNAA) is requesting Statements of Qualifications from engineering and planning firms with extensive experience in developing a Master Plan for Project No. 2508, Airport Master Plan at the Nashville International Airport, Nashville, Tennessee. The project will consist of, but is not limited to, reviewing the current airport inventory, developing aviation demand forecast, facility requirements – airside and landside, terminal and airfield alternatives evaluation, environmental overview, airport development implementation plan, airport financial plan, stakeholder engagement, and airport layout plan.

 

ELECTRONIC STATEMENTS OF QUALIFICATIONS must be submitted through B2GNow E-Bidding; they will be received by the Purchasing Department, Metropolitan Nashville Airport Authority, 140 BNA Park Drive, Suite 520, Nashville, Tennessee, 37214, until 2:00 P.M.  (local time), December 20, 2024.

 

A complete RFQ package may be downloaded electronically from B2GNow E-Bidding on or after November 4, 2024.

 

Important:  All bid opportunities can be viewed, and documents downloaded through the new MNAA Procurement e-bidding System.  The new e-bidding System is an integral part of the Business Diversity Management System located at URL:  https://flynashville.diversitycompliance.com.  Vendors must register to download the solicitation and select the appropriate North American Industry Classification System (NAICS Codes). Please note that your organization must have an Authorized Signer to sign the Response documents; the authorized signer must have the authority to bind your company to each and every term, condition, article, and obligation of the RFQ and any resultant Contract.

 

Submission Instructions: Respondents will be required to register with the e-bidding platform prior to downloading the solicitation. Registration is free. The Respondent must scan all required response documents, including the Prime/Subcontractor License Information (if applicable) and upload them to the appropriate solicitation file on the e-bidding system.  All submittal questions shall be directed to the Purchasing Department, fax number (615) 275-2349 or email: Purchasing@flynashville.com.

 

It is the full intent and objective of the Authority to promote and foster a favorable climate, within our organization and surrounding community, which will provide maximum opportunities for disadvantaged business enterprises to participate in contracts, programs and related business activities of the Authority.  The DBE participation goal for this project is 9.53%.  This program maintains a list of certified DBEs, which can be found on the Authority’s website at https://flynashville.com/nashville-airport-authority/business-opportunities/business-diversity-development or certified DBEs located within the state of Tennessee, which can be found on the TNUCP Directory (TDOT) website at https://www.tdot.tn.gov/Applications/DBEDirect/Search or contacting Business Diversity Development at (615) 275-4302 or via email at

BDD@flynashville.com. Proposers are encouraged to inspect this list to assist in locating SMWBEs for the work. Other DBEs may be added to the list in accordance with MNAA’s approved DBE Program. Credit toward the DBE participation will not be counted unless the DBE to be used is certified by MNAA.

 

Responses will be reviewed, and selection procedures will be followed in compliance with FAA Advisory Circular 150/5100-14E (49 CFR Part 18) for the Procurement of Professional Services.

 

The Metropolitan Nashville Airport Authority reserves the right to reject any and all responses, to waive any irregularities in the responses received and to accept any responses which, in its opinion, may be in the best interest of the Metropolitan Nashville Airport Authority.
