Title VI

The ongoing success of the Metropolitan Nashville Airport Authority (MNAA) is built on the vital support of a wide-ranging network of businesses, vendors and stakeholders who represent the broader Middle Tennessee community. We are focused on expanding opportunities and strengthening partnerships that benefit Tennessee’s economy. Therefore, MNAA operates its programs, services and activities in compliance with federal nondiscrimination laws including Title VI of the Civil Rights Act of 1964 (Title VI).

Title VI prohibits discrimination on the grounds of race, color, or national origin, actual or perceived shared ancestry, ethnic characteristics, or citizenship often associated with a religious group under any program or activity receiving Federal financial assistance. Title 49 of the USC section 47123, “Nondiscrimination,” further prohibits airports who receive airport improvement program funding from engaging in discrimination based on sex and creed (religion).

Further, MNAA will make every effort to ensure nondiscrimination in all of its programs and activities, whether they are federally funded or not, and that services and benefits are fairly distributed to all people, regardless of race, color, or national origin. In addition, MNAA will facilitate meaningful participation in the transportation planning process in a nondiscriminatory manner.

At BNA®, these efforts are led by MNAA’s Office of Small Business Development and remain a central focus of our ongoing programs and activities.

Office of Small Business Development

The Office of Small Business Development at Nashville International Airport® (BNA®) and John C. Tune Airport® (JWN®) oversees MNAA’s Small Business Program (SBP), which includes services designed to support small business participation across airport operations.

The Office facilitates training sessions, hosts industry events, manages certifications, monitors contract performance, and coordinates other initiatives aimed at strengthening local small business’ access to contracting opportunities and related business activities funded by BNA and JWN.

Small Business Program

MNAA’s Small Business Program (SBP) which was authorized by the Board of Commissioners in Resolution #2026-01. MNAA is accepting applications for small business certification. Eligibility requirements include:

  • Be for-profit and independently owned and operated;
  • Be in business for at least 12 months;
  • Meet U.S. Small Business Administration (SBA) business size standards appropriate to the primary industry classification (North American Industry Classification System “NAICS” Code), including average gross receipts and/or number of employees as described in Title 13 CFR Part 121, Business Size Determinations;
  • Have a principal or owner with a personal net worth matching U.S. Department of Transportation (USDOT) standards in Title 49 CFR Part 26.68 (currently less than $2.047M);
  • Be registered in Tennessee and have principal business operations located in Tennessee with at least 60% of its employees located in Tennessee, or a commitment, at certification, to relocate principal operations to Tennessee within 12 months of contract award.
